The amendment to the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) extends the period of accident-related  incapacitation triggering a report from three to seven consecutive days.

The deadline for reporting an accident has also increased from 10 to 15 days after the event.

Lord Young proposed the extension in his 2010 report Common Sense, Common Safety along with a wider review of RIDDOR arrangements. The HSE had previously considered and rejected an extension.

A consultation exercise on the proposed change last year produced a majority of respondents in favour of the change. The HSE estimates it will cut the number of accidents reported to the authorities will reduce by around 30%.

Though the Reporting of Injuries, Diseases and Dangerous Occurrences (Amendment) Regulations 2012 extend the threshold for reporting incidents, employers must still keep a record of all over-three-day injuries. The HSE says an entry in an accident book will meet the recording requirement.

The HSE has also amended the Safety Representatives and Safety Committees Regulations to make it clear that the change does not affect the duty of employers to allow union representatives to inspect the part of a site where an incident resulting in an over-three-day injury took place. The Offshore Installations (Safety Representatives and Safety Committees) Regulations have been silmilarly amended.

The HSE has updated its free guide to RIDDOR reporting to reflect the changes. Like Lord Young, Professor Ragnar Löfstedt suggested a review of RIDDOR and associated guidance in his 2011 report on safety regulation. The HSE has since been asked by the prime minister to carry out all of Löftstedt’s recommendations by the end of this year
